Michigan House votes to extend legislative power

Bills advancing in Michigan's Republican-controlled Legislature would strip power from the incoming Democratic secretary of state.

Wisconsin Republicans were battered in the midterm election, losing all statewide races amid strong Democratic turnout, yet retained legislative majorities thanks to what Democrats say are gerrymandered districts that tilt the map. Scott Walker is expected to sign the legislation into law. Republicans have rushed to pass that bill before January, when they will lose the legislative supermajority allowing them to overturn Democratic Governor Roy Cooper's veto.

"Republicans have declared all-out partisan war rather than make it a legal battle", he said.

The new legislation tries to protect some of the GOP's achievements in recent years, including a work requirement for some people receiving state health care and the state's role in a lawsuit seeking to overturn the Affordable Care Act.

"We're seeing more and more public policy issues being addressed in the courts, rather than exclusively in the legislative branch", he said. The sponsor, Rep. Rob VerHeulen of Walker, said it would simply let the Legislature intervene without the court approval that it now needs, regardless of which party is in power.

The bill would weaken the governor's ability to put in place rules that enact laws and shield the state jobs agency from his control until September.

Michigan Republicans are also working to strip power from the incoming Democratic attorney general and secretary of state.

"This is a heck of a way to run a railroad", Democratic Senate Minority Leader Jennifer Shilling said as the Senate debate resumed at 5 a.m. Wednesday after a seven-hour impasse.

The GOP headed State Senate in MI, electing mainly along party lines passed the bill that clears the incoming secretary of state of the authority to superintend crusade funding matters and transfers it to contemporary bipartisan enterprise.

The pre-existing conditions measure failed after all 15 Democrats in the Senate and two Republicans voted against it.

The measure was approved on a 17-16 vote with all Democrats and one Republican voting against it. After a number of the bills passed, Vos pledged to "stand like bedrock" against the agenda of the state's newly elected Democrats.

Robin Vos, the apeaker of the Wisconsin State Assembly, told reporters the day after the election that the plan is meant to "re-balance" power following the Walker administration. "To you, this is all about politics. If you vote for this, shame on you, you will go down in history as a disgrace", Hintz said. Legislative director Shelli Weisberg said the bills now would let people registering to vote in the two weeks before an election submit an affidavit if they do not have photo identification, which she referred to as "an important hurdle" that was addressed.

The legislation would empower the Legislature to intervene in any suit at any stage - a right already granted to the attorney general.

As part of the package passed early Wednesday morning, Republicans codified work requirements for some Medicaid recipients. That move is created to block Democratic Gov. -elect Tony Evers from allowing the incoming attorney general, Democrat Josh Kaul, to withdraw Wisconsin from a multistate lawsuit challenging the Affordable Care Act. Republicans argue that the new body, which would be made up of three Democratic and three Republican legislators appointed by the governor, would promote bipartisan cooperation.
