That could alter the future election landscape in the country's most populous swing state. The measure excludes murderers and sex offenders.

Floridians also approved a measure aimed at phasing out greyhound racing in the state, the last stronghold of the sport in the U.S. The measure will ban betting on greyhound races starting in 2021. The Yes on 3 campaign says the state is the first "to successfully defend transgender rights by popular vote".

A minimum wage increase was approved in two states.

There were three statewide proposals on Tuesday's ballot. Most were drafted by state legislatures, but 64 resulted from citizen-initiated campaigns, including numerous most eye-catching proposals.

The compromise is more restrictive than other states' medical marijuana efforts, since patients won't be allowed to grow their own weed and can only smoke the prescribed bud under certain circumstances.


A recreational marijuana measure in North Dakota, Measure 3, would also legalize possession and sale of the plant, albeit without implementing a state-wide system to tax and regulate purchases.

Proposal 1 establishes a legal framework for licensing and regulating marijuana businesses in MI including cultivators and dispensaries.

In Florida, 63 percent voted to pass a measure that restores voting rights to 1.5 million former convicts.

Proposal 2 was backed by the Voters Not Politicians group. But Republican state Rep. Matt Fridy has said he wrote the measure with the Supreme Court's conservative majority in mind. That's right: We're now as radical as Canada.

In Alabama and West Virginia, voters approved amendments to their state constitutions that aim to prevent public funding of abortions. Before Tuesday's vote 20 of the 50 states allow it for medical use.
