Appointed by President Donald Trump, Kavanaugh's confirmation cemented a conservative majority on the court that could last for years. As of Sunday, 77 percent of Democrats say they are "very motivated" to vote this fall, while 68 percent of Republicans said the same, the Politico/Morning Consult poll showed. Forty-nine Democratic senators supported the resolution and they would have needed an additional Republican vote - besides Collins - to reach the 51-vote threshold for the measure to pass, though the GOP-controlled House would likely not have acted on the legislation.
The Republicans, who control Congress but struggle to get much done, are famed for their promotion of "messaging" bills that don't change anything. Heading into the November midterms, the party is defending its House and Senate majorities.
McConnell said he's hoping to persuade more Republican women to join the committee but hasn't had much success in the past because "they just haven't been interested".
"It worked exactly the opposite. The public got mad at us and felt sympathy for President Clinton".
"This business of presidential harassment may or may not quite be the victor they think it is", McConnell told the Associated Press.
Senate Democrats briefly turned the chamber's subject to health care Wednesday, just four days after lawmakers' nasty war over confirming Supreme Court Justice Brett Kavanaugh. "We've always had that", though in general "it clearly is wider than it used to be". He has denied the allegations.
Republicans are madder about the Kavanaugh controversy than Democrats are and more determined to vote in the upcoming elections because of it.

Kavanaugh is the second justice Trump has successfully nominated to the Supreme Court, following the confirmation past year of Neil Gorsuch to the seat left by the late Antonin Scalia.
The left's use of uncorroborated sexual assault allegations to block Kavanaugh's path to the Supreme Court, Trump said, violated "every notion of fairness, decency and due process". The administration drew criticism for a similar move last year from advocates who said the downtime would hinder efforts to sign people up for coverage, but the administration counters that maintenance downtime happens every year and is created to occur during the slowest periods on the site.
That could put the Iowa Republican at odds with Senate Majority Leader Mitch McConnell. Lisa Murkowski, R-Alaska, voted against the Democratic proposal, saying people in her high-cost state could benefit from the low-priced option.
The RNC chairwoman said she wasn't surprised, because the way the Democrats, particularly Senator Dianne Feinstein, handled the Blasey-Ford letter accusing Kavanaugh of sexual abuse 36 years ago was "shameful".
