Four days after Florence blew ashore and began unloading more than 60cm of rain that paralysed much of North Carolina, Wilmington was still virtually cut off from the rest of the state, with just one road tentatively open as a supply route.

"There is a strong potential that those who live within the 1-mile evacuation area of the Cape Fear River will be impacted by flooding", the city said in a statement.

Crews have conducted about 700 rescues in New Hanover County, where Wilmington is located. Officials said they will open roads as flooding recedes and downed trees and power lines are cleared away.

Mayor Bill Saffo said he was working with the governor's office to get more fuel into Wilmington.

President Donald Trump is scheduled to get an update on storm-damaged areas of North Carolina on Wednesday at Marine Corps Air Station Cherry Point.

"At this time, things are moving as well as can be in the city, " he said. More than 5 million gallons (18 million liters) of partially treated sewage spilled into the Cape Fear River after power went out at a treatment plant, officials said, and the earthen dam of a pond holding hog waste was breached, spilling its contents.

Utility crews from multiple states worked to restore power, and outages were down from a high of more than 900,000 to about 320,000 homes and businesses, almost all in North Carolina.

"We will do whatever it takes to keep the American people safe, " Trump said.

A few hours later, Florence was downgraded to a tropical storm.

Florence dumped close to 36 inches of rain, according to totals measured in Elizabethtown, North Carolina.

Officials have identified the two mental health patients who drowned when a van they were riding in was swept away in SC flood waters.
