Hurricane Florence is gaining strength as it moves west

The NHC said the first tropical storm-force winds of at least 39 miles per hour (63 kph) would hit the region early on Thursday with the storm's center reaching the coast Friday.

This storm is heading toward North and SC late Thursday into Friday.

The time to prepare is nearly over, he said.

The storm, which fell from category four to category three on the five-step Saffir-Simpson scale, is expected to strengthen despite it weakening on Wednesday.

The South Carolina Department of Corrections' Palmer Pre Release Center a Level 1 Minimum Custody Prison in Florence, South Carolina, was evacuated in advance of Hurricane Florence due to security reasons.

Further, she said there will be in increased risk for isolated tornadoes, and the potential heavy rain and wind gusts from Florence could uproot trees and cause power outages.

In the 11 p.m. ET advisory, Florence was 280 miles southeast of Wilmington, NC, packing maximum-sustained winds of 110 mph and moving to the northwest at 17 mph.

Hurricane-force winds now extend up to 80 miles from the eye of the storm, and tropical-storm-force winds now extend up to 195 miles from the center of the storm.

Right now the storm does not have a lot of speed behind it, so the rainfall will likely be extensive along the coastal areas, with historic flooding predicted there. Residents in some parts of the Carolinas have been ordered to evacuate.

Evacuation orders for low-lying areas were issued Monday and continued Tuesday. The center said the waves were measured by satellite. Tropical Storm Isaac was expected to pass south of Puerto Rico, Haiti, the Dominican Republic and Cuba, while Hurricane Helene was moving northward away from land. In North Carolina, Cooper says, "2,800 soldiers will be on active duty, joined by even more on standby".

A tropical storm watch is in effect for north of the North Carolina/Virginia border to Cape Charles Light, VA, and for Chesapeake Bay south of New Point Comfort. He adds, "Businesses in Myrtle Beach are to have operations ceased and secured by 5 this afternoon".

Historic and potentially catastrophic flooding is possible along with life-threating storm surges of up to 12 feet are possible along the coasts.

In Wilmington, the fire department is urging people to prepare for at least seven days of hardship, collecting water and nonperishable foods.

North Carolina Department of Transportation officials said maintenance crews are prepping their vehicles and will be holding swift water rescue training Wednesday.

Most of the area will likely endure winds near or just below Tropical Storm force Friday.
