A long stretch of the U.S. Eastern Seaboard remained vulnerable to hurricane and tropical storm conditions, from Georgia north through the Carolinas into Virginia.
Weak steering current will allow the hurricane to drift westward along the SC coast and inland, and center over the state's interior Sunday morning, the NHC projected.
The states of Georgia, South Carolina, North Carolina, Virginia and Maryland, as well as Washington D.C., declared a state of emergency ahead of the storm.
Hurricane Florence made landfall near Wrightsville Beach, North Carolina at 7:15 AM EDT (1115 UTC) with estimated maximum winds of 90 miles per hour (150 km/h), and a minimum central pressure estimate of 958 millibars.
The weather service later measured a storm surge 10ft deep in the city, which lies on the Neuse River near the Atlantic coast.
"I am anxious about what I might find when I go home, though", she said.
"We'll handle it. We're ready".
The White House said on Friday President Donald Trump had spoken with state and local officials, assuring them the federal government was prepared to help. The destructive storm surge will occur as the hurricane's eye comes ashore from Thursday night into Friday, the Weather Channel said, and coastal flooding may persist through multiple high tide cycles into this weekend east of the center of Florence.
Farmers have drawn down the levels of hog lagoons to cope with the heavy rainfall, but Troxler admits they don't know what effect river flooding could have.
Life-threatening storm surges of up to 13ft were also forecast in some areas along with the possibility of tornadoes in North Carolina.
North Carolina Emergency Management advised residents Friday morning that "If your power goes out, do NOT operate gas powered generators or charcoal grills in or near your home".
Duke Energy, the nation's No. 2 power company, said Florence could knock out electricity to three-quarters of its 4 million customers in the Carolinas, and outages could last for weeks.
By 1:50 pm (1750 GMT) the winds had dropped to 75 miles per hour (120 kph) and the center was moving west at a 6 miles per hour (10 kph), the NHC said, and parts of North and SC would get as much as 40 inches of rain (1 meter).
Georgia Governor Nathan Deal issued an emergency declaration for all 159 counties in his state.
After making landfall this Friday (Sept. 14), the massive storm will now "wobble" southward and then head west, making a "big, grand tour" of the southeastern United States, U.S. Fish and Wildlife Service (FWS) meteorologist Kevin Scasny said in a statement released today (Sept. 12).
More than 440,000 homes and businesses were without power in North and SC yesterday, utility officials said.
Its new path indicates that after arriving in the area near Wilmington, North Carolina, the storm will dip to the south before resuming a western course, the FWS explained in the statement.
In Wilmington, Solange Iliou Thompson closed down her restaurant, Indochine, because all of her employees had left the city.

With Florence expected to be farther north at landfall, we will have no impacts from this storm locally other than large waves. Many areas in the low-lying city flood with routine rain storms, causing street closures and detours.
