An insider told TMZ that Justin was super emotional and tearing up as he was overheard saying to Hailey, "I can't wait to marry you, baby".

Although the wedding is reportedly being planned for 2019, according to TMZ, the couple were both spotted at the New York City marriage bureau which is where one would typically go to obtain a marriage license.

"One person said Justin said to a court official, 'Thanks for keeping it on the DL [down low].' Another claims that the court official was a 'judge" ... which insinuates that they got married'.


Hailey recently revealed to the told The Cut that her parents Stephan and Kennya Baldwin, approve of her decision to get married at 21-years-old. "When you know it's right, it's right".
