Florence's nighttime winds were down to 115 miles per hour (185 kph) from a high of 140 miles per hour (225 kph), and the Category 4 storm fell to a Category 3, with a further slow weakening expected as the storm nears the coast.
"I just hope that people will not decide to write off the storm, and that's the most important thing to save peoples's lives". And there will be flooding in the inland areas as well.
Forecasts showed the storm lingering near the coast of the Carolinas, carrying days of heavy rains that could bring intense inland flooding from SC to Virginia.
"We're just trying to plan for the future here, not having a house for an extended period of time", David Garrigus said.
But the hurricane center said it is "still forecast to be an extremely risky major hurricane when it nears the US coast late Thursday and Friday".
One simply added: 'Your Florence hurricane forecast looks like a giant penis and testicles.
The footage was captured on Monday, September 10, as the storm bears down on mainland United States, first heading towards North Carolina but now possibly veering slightly more towards SC.
"We are. coordinating closely with state and local officials to help ensure the safety of our employees and our property prior to the storm's landfall", CSX spokesman Christopher Smith said.
There are concerns that it could knock out power for weeks.
Woody White, commissioner for New Hanover County, North Carolina, said: "It's going to be bad".
Incredible time-lapse footage filmed from a hurricane-hunting plane shows what's it's like to fly through the eye of Florence, the storm that's already forced more than 1 million people to evacuate. Officials didn't reveal exactly which institutions would be evacuated due to security concerns, but said evacuated prisoners would get a free phone call to notify loved ones.
The storms path is promising to bring even more devastation than first predicted to the Carolinas and parts of Georgia.
The pivot in the forecasted track of Florence led Georgia's governor to declare a state of emergency for all 159 counties, home to 10.5 million people.
"This is a very risky hurricane", Mr McMaster said, adding that the evacuation order for coastal counties was "mandatory, not voluntary". The storm may have weakened to a category 2 hurricane late Wednesday, but the monster storm is still forecast to bring devastating impacts to the Carolinas.
"I'm not approaching Florence from fear or panic", said Brad Corpening, 35, who planned to ride out the storm in his boarded-up delicatessen in Wilmington.
