Winds and rain from the hurricane are expected to hit the Big Island, then churn north over the islands of Maui, Lanai and Moloka'i. "Be safe!" he tweeted.

A hurricane warning has been issued for the Big Island, including Hilo, and hurricane watches are in place for Maui and Oahu, including Honolulu.

"Slow weakening is forecast during the next 48 hours, but Lane is forecast to remain a unsafe hurricane as it draws closer to the Hawaiian Islands", the centre said. Storm total rainfall amounts greater than 20 inches are possible.

It added that regardless of the exact track of the storm, the state should brace for the potentially life-threatening impacts.

"There's a lot of uncertainty in this forecast", warned Federal Emergency Management Administrator Brock Long. "They're going to see impacts from this storm".

Suzanne Demerais said a tiny waterfall and small stream were flowing near the home when she first arrived with four friends from the Los Angeles area. The governor announced that nonessential state employees in the two counties will be put on administrative leave.

The most powerful storm on record hitting Hawaii was the Category 4 Hurricane Iniki, which made landfall on Kauai island on September 11, 1992.

The National Weather Service said surf is already picking up along east shores of the Big Island and Maui. Many were also boarding up their houses.

While the Big Island, at most immediate risk from Lane, has been hit by tropical depressions and storms, it also has never been struck directly by a hurricane-strength storm in modern records. "Hurricane Watches may be needed for other areas as Lane draws closer", NWS said. This is where the wind will be strongest and the rain to be heaviest if the forecast track doesn't change.

The turn of events was welcomed by residents who had spent much of the past few days stocking up on food, water, gasoline and batteries and boarding up their windows.

He said FEMA was also working with utility companies to co-ordinate the fix of any damaged power infrastructure.

Gov. Ige signed an emergency proclamation that will provide relief for disaster damages, losses and suffering caused by Hurricane Lane.

After the mission landed safely in Hawaii, Bucci tweeted that it was "a strong and unsafe storm".

The U.S. Navy is moving its ships and submarines out of Hawaii as Hurricane Lane bears down on the state. All vessels not now undergoing maintenance were being positioned to help respond after the storm, if needed.
