Video of the June 14 incident shows the officer didn't respond.
As Mia's video went viral, Forest Preserves informed the public that the officer who failed to protect Mia is under investigation and now on desk duty.
Eventually the first officer on the scene takes notes of Irizarry's account of the incident and says that he was at the scene due to the separate incident, noting that she was not being attacked though acknowledging she felt threatened. "You know that right?" says the man, who appears to be intoxicated. "If you're an American citizen you should not be wearing that shirt in America", Trybus says.
Irizarry said on Facebook that she had rented out a pavilion at the forest preserve for a birthday party when she and her family and friends were accosted by the unidentified man.
"You should not be wearing that in the United States of America", he said, pointing at her. "Period", he continues. "You should not be wearing that in the United States of America".
She asks him to leave her alone and asks for an officer's help who is nearby but he does not intervene.
Several minutes later, other police officers arrived to arrest Trybus.
"As you can see, the police are not even - he's not even grabbing him", Irizarry said.
"Well I guess you just never know", Irizarry responds.
"I do not feel comfortable with him here; is there anything you can do?" she asks, to no avail.
The video shows a man angrily approaching a woman who is filming him as he yells "You're not gonna change us" while a nearby police officer stands by his auto and looks away as the distressed woman calls out for help.
The man was placed under arrest and charged with assault and disorderly conduct.
After the video went viral this week, Cook County Forest Preserves announced on Twitter that authorities had assigned the officer to desk duty and explained that the harasser had been intoxicated during the altercation.
The video, posted on Facebook, has been viewed more than 1.2 million times.
'If she's an American citizen, why is she wearing that s**t?' Trybus shouts.
'People have just as much right to be here as you do, ' she can be heard telling him in the clip.
In a series of tweets about the incident, Rosello said he hoped Preckwinkle would involve herself in the matter and that the initial officer on the scene "be expelled from the police force" for not calming the situation.
"We've seen the video and it is very disturbing", Figel said.
"We have worked very hard since 2010 to make the Forest Preserves of Cook County a welcoming and safe place for all", she tweeted.
Puerto Rico was hit by a devastating storm, Hurricane Maria, last September.
Puerto Rico is a U.S. commonwealth with its own constitution, rather than a state.
Stagner confirmed that the man who was shown harassing Irizarry was charged by the preserve's police department.
Puerto Rico Gov. Ricardo Rossello reacted to the video Monday on Twitter. Those born there are US citizens, although they can not vote in USA presidential elections.
