The rise in syphilis follows a ten-year trend, with three-quarters of new diagnoses in gay and bisexual men.

In four-fifths of the diagnoses, 78 percent were men who were involved in sexual activities with other men.

The rise in syphilis and gonorrhea cases in England was balanced out by a decrease in some other infections, including cases of genital warts, which declined 90% since 2009 among 15 to 17 year-olds - thanks to a national immunization program.

The body called for strengthened services for better prevention and treatment of sexually transmitted infections (STIs).

In March 2018, a man was diagnosed with the first case of "super gonorrhea" in the United States, concerning health officials that current rise in gonorrhea could potentially lead to more cases like this.

Speaking today (Tues) Debbie Laycock, from sexual health charity Terrence Higgins Trust, said: "Today's stats confirm the number of STIs diagnosed in England remains worryingly high against a backdrop of damaging cuts to sexual health services".

Both sexually transmitted infections (STIs), syphilis and gonorrhoea, are on the rise in modern England, staging a comeback from the Victorian era. We want to see sexual health check-ups normalised among young people, and no different to visiting the dentist or doctor.

There has been a rise of 3 percent in SHS attendance between 2016 and 2017 (3.2 million in 2016 and 3.3 million in 2017).

Over the past five years, attendances have jumped 13%.

The number of syphilis cases in England are at their highest level since 1949 and are placing a "significant strain" on council resources.

"There is no time for complacency", she said. "Health inequalities will remain and councils may be unable to respond effectively to unforeseen outbreaks".

She added: "Government must reverse cuts to councils' public health grants because we can not tackle this by stretching services even thinner".

The report added: "The large increase in gonorrhoea diagnoses between 2016 and 2017 is concerning due to the ongoing circulation of high-level azithromycin resistant gonorrhoea".

It recommended that local authorities need to enable young women to be tested for chlamydia when they access contraceptive services, and stressed the importance of "statutory, high-quality" relationship and sex education in secondary schools. "The impact of STIs can be considerable, with some causing infertility, pelvic inflammatory disease and harm to unborn babies", said Dr. Gwenda Hughes, consultant scientist and head of sexually transmitted infection section at Public Health England.
