Hours after Yeddyurappa was sworn in, the Congress units in Goa, Manipur, and Meghalaya and, in Bihar, RJD leader Tejasvi Yadav - former deputy chief minister and son of RJD supremo Lalu Prasad - said they would meet the Governors of these states and ask for being invited to form government on the same grounds as applied in Karnataka.

The BJP, which emerged as the single largest party with 104 seats in the 222-member Karnataka Assembly, was invited by the governor despite the JD (S)-Congress combine staking claim by citing the support of 117 MLAs. He claimed that Congress was still the single largest party in the Assembly and they will go to Raj Bhavan Thursday to insist the Governor to take up necessary steps for Congress to form the government.

While attacking his own party on the basis of Karnataka developments, Shatrughan also reminded the BJP of Meghalaya, Manipur and Goa where the BJP cobbled post-poll alliances and formed governments whereas the Congress was not invited to form government despite being the single largest party.

In Bihar, RJD leader Tejashwi Yadav said his party will also request the Bihar Governor to dissolve the state Assembly and like in Karnataka invite the single largest party, which in the state is his party.

"There can not be two type of law prevailing in the country".

Congress Goa in-charge Chella Kumar on Thursday said that Goa Governor Mridula Sinha had committed a mistake in 2017 by not inviting them to stake claim to the government as they were also the single largest parties in last assembly polls. Party leaders are unsure if the governors would respond favourably to their demand and the only option with them is to move a no-confidence motion in the next assembly session.

Congress once again was the single largest party with 21 seats in Meghalaya but National People's Party (NPP) led by Conrad Sangma was able to form the new government with the help of other smaller parties even though it had scored victories on only 19 seats, two less than the Congress.

Kavlekar said that in absence of the chief minister in the state since last two months, there is no government in place. "Call for a special session and grant us seven days to prove our majority".


"While in Karnataka the governor has invited single largest party, in Goa too, the same precedent should be followed", he said.

Goa Congress Legislature Party chief Chandrakant Kavlekar said the party will stake claim on Friday by submitting to Governor Mridula Sinha a formal letter containing signatures of all the 16 party MLAs. Pointed out that the Congress needs support of at least 21legislators to stake the claim, Kavlekar said that once the governor swears in the Congress chief minister, he will be able to prove his majority on the floor of the House. "We might opt for legal options if our plea is not heard", a senior RJD leader said requesting anonymity.

Karnataka governor's decision seemed to have touched a nerve across party lines.

The RJD has 80 MLAs in the House of 243 in Bihar.

"What the Karnataka Governor has done is nothing short of the murder of democracy".

Congress is already exploring ways to stake claim in Goa, while RJD is also making plans to do the same in Bihar. However, with some swift political manoeuvring, the BJP struck a post-poll alliance to form the government.

The Congress was considering moving its MLAs to either Punjab or Kerala, said media reports.
