But Trump's lawyers have said that the Trump reimbursed Cohen for a $130,000 hush money payment made to adult film actress Stormy Daniels in exchange for her silence over her alleged affair with Trump.

Stormy Daniels lawyer Michael Avenatti appeared on Morning Joe Thursday morning, and revealed that he is working with multiple women who told him that they were paid by Michael Cohen to keep quiet about affairs with Donald Trump.

Rudy Giuliani, who recently began providing legal representation for Trump, said in a Fox News interview earlier this month that Trump reimbursed Cohen.

The ethics office had received a complaint, calling on it to investigate whether the payment to Mr Cohen should have been reported as a liability on President Trump's financial disclosure report for 2016. Consistent with similar disclosures, Trump reported that the payments were in a broad range of $100,000 to $250,000.

The 92-page disclosure form said the payment was "not required to be disclosed as 'reportable liabilities, '" though it said Trump disclosed it "in the interest of transparency".

The Stormy Daniels payment is a potential legal problem for the president because it could be seen as an illegal campaign contribution.

Cohen's company Essential Consultants had a one-year $1.2 million contract with Novartis during the beginning of the Trump administration. "I mean, there were very few people who knew the people that were being placed in a lot of jobs".


Later that week, the president said the newly hired Mr Giuliani needed time to "get his facts straight". That money is believed to be the reimbursement for the payment to Daniels. The White House did not respond to requests for comment to clarify the reason for Trump's payment to Cohen.

Cohen was the target of raids last month in an investigation by the US Attorney's Office for the Southern District of NY, after a referral from Mueller.

The Office of Government Ethics flagged the disclosure in a letter to Deputy Attorney General Rod Rosenstein, who oversees the investigation led by special counsel Robert Mueller into whether the Trump campaign colluded with Russian Federation in 2016.

A liberal-leaning watchdog group, Citizens for Responsibility and Ethics in Washington, filed a complaint in March requesting an investigation into the payment and whether Trump broke the law by failing to disclose it past year. In a letter to Deputy Attorney General Rod Rosenstein, Apol said the disclosure may be relevant to an investigation into the financial disclosure report Trump filed past year, which did not disclose the no-interest loan.

In his financial discloser form, Trump has listed assets of at least United States dollars 1.4 billion and income of more than USD 452 million.

The mandatory filing says that "in 2016 expenses were incurred by one of Donald J. Trump's attorneys, Michael Cohen".
