Italy's Populists Drop $300 Billion Debt Writeoff in Almost-Final Policy Plan

The partnership between the League's Matteo Salvini and Mr. Di Maio would represent a blow to mainstream European political parties across the continent.

"We'll need to cope together with the European challenges as we do with other EU leaders, not all of them are ideal", one of the EU officials said.

Di Maio's 5-Star Movement is Parliament's single biggest party, after winning some 32 percent in the March 4 election.

With neither Di Maio nor Salvini willing to cede the premiership to the other, they need to find someone else palatable to both of them whom Mattarella could tap to form the next government.

"There will be utmost dialogue with Europe, but we will not be subordinate to Eurocrats", he said. However, with 10-year United States treasury yields slipping back below seven-year highs reached earlier this week, most European stock markets traded close to flat.

A 39-page document agreed to Wednesday night drops the writeoff demand but says that euro-area government bonds already purchased by the European Central Bank under quantitative easing should not count towards the debt-to-gross domestic product ratio, according to the Five Star official. Di Maio has pledged to guarantee a minimum income to the unemployed.

"Both parties campaigned by attacking the political elite", Ms. Pasini said.

There is still no word on who the parties want to lead the government.

As of Wednesday morning, officials involved in the talks insisted that Five Star and the League were finally close to a deal, though it was still unclear whether the two sides had settled on a choice for prime minister.
