UN Security Council members on Tuesday were united in mourning the deaths of up to 60 Palestinians in Monday clashes at Israel's border fence with Gaza - but they split on who to blame for the carnage.

The emergency meeting on Tuesday began with a moment of silence for the victims.

Relations between Ankara and Washington, two NATO allies, have been deeply strained over the embassy move, disagreements over military deployment in north Syria, and court cases against Turkish and US nationals in each country.

The talks opened at United Nations headquarters in NY with a moment of silence for the 60 Palestinians who died on Monday, the majority killed by Israeli fire, in the bloodiest day in Gaza since 2014.
