Argyropoulos says the family's story has spurred her to start a petition calling for a national child abuse registry that would alert states of prior reports of abuse. A specialized team of accident investigators is trying to figure that out with help from the FBI, Carpenter said. In response to an appeal by him, External Affairs Minister Sushma Swaraj said that she is in constant touch with the Indian Consulate in San Francisco and they are coordinating with the police. Carpenter said "a lot about this case is unusual ... baffling nearly".
The California Highway Patrol said on Friday that Jennifer Hart's blood alcohol level was above the legal limit when she drove an SUV, carrying her wife and six children, off a cliff in Mendocino County on March 26. The bodies of three of their children - Markis, 19, Jeremiah, 14, and Abigail, 14 - were found nearby. Hannah Hart, 16; Devonte Hart, 15; and Sierra Hart, 12, have not been found.
"It appears she (Hart) was about 70 feet from the edge and accelerated from there", Carpenter said.
The body was pulled from the water at 10:20 a.m.by Humboldt County Sheriff's Office searchers scanning the river about 7 miles south of where Sandeep and Soumya Thottapilly, their children Siddhant, 12, and Saachi, 9, are believed to have been plunged into its strong current, said Mendocino County Sheriff Tom Allman. Were the children purposely drugged and did the parents know they were on suicide mission when they headed out for the "road trip". Police confirmed that Jennifer, Sarah, and their three children were dead.
In 2010, Sarah Hart pleaded guilty to misdemeanor domestic assault involving one of the children, according to Douglas County, Minnesota, court records.
Four members of the Thottapilly family, including a man and wife and two children, went missing this month while traveling from Portland, Oregon, to their home in the Los Angeles suburb of Santa Clarita. On Thursday, deputies said they had recovered debris and personal items along the river belonging to the family.
The body was found on Friday on an exposed terrain which appeared to have covered by the Eel River within the last few days as a result of a recent weather storm which brought heavy rain to the area.
