China's trade with N. Korea plunges due to United Nations sanctions

South Korea recenly seized two product tankers on charges of making illicit high-seas fuel transfers to North Korean ships, but these arrests occurred in port, not in global waters.

But academic George Lopez said the potential for the summit should not be underestimated as it brings together key players such as the United States, South Korea and Japan for the first time since the crisis has escalated.

Yet without Russian Federation and China, both of which have been involved in the so-called Six-Party Talks aimed at finding a peaceful resolution to North Korea's nuclear program, it's unclear what the Vancouver meeting can really achieve.
