Beijing will not attend an worldwide meeting of foreign ministers in Canada to discuss North Korea, Reuters said, citing China's Foreign Ministry.
The Vancouver waterfront may seem like a curious locale to plot such strategy but academic Roland Paris said Canada is doing Tillerson a favour by helping showcase worldwide solidarity for the pressure campaign.
Canada is hosting the Vancouver Foreign Ministers' Meeting on Security and Stability on the Korean Peninsula from Monday through Wednesday, the department said in a statement.
"Canada is now ready to get back and Vancouver is the vehicle", Grinius said in an interview.
"We will be discussing with our partners and allies the kind of steps that we can take on maritime interdiction and also to be cutting, disrupting funding and disrupting resources", he said.
It will be joined mainly by the 16 nations that fought alongside or provided combat support to the South in the 1950-53 Korean War.
"There's no expectation that this meeting in Vancouver will be where a resolution to the crisis is going to be discussed".
The meeting is ostensibly created to show worldwide solidarity in the face of the North Korean threat, discuss ways to strengthen sanctions against the country and seek diplomatic solutions to the crisis.
But academic George Lopez said the potential for the summit should not be underestimated as it brings together key players such as the United States, South Korea and Japan for the first time since the crisis has escalated.
