However, in the latest development, according to a report by The Hindu, Russia's foreign minister Sergey Ryabkov said that the political committee of the 41-member Wassenaar Arrangement on Export Controls for Conventional Arms and Dual-Use Goods and Technologies is likely to decide on India's membership request, and said he hoped for some "positive action, fingers crossed".
"Confirming that the WA's existing membership criteria continue to apply, WA Participating States reviewed the progress of a number of current membership applications and agreed at the Plenary meeting to admit India which will become the Arrangement's 42nd Participating State as soon as the necessary procedural arrangements for joining the WA are completed", the statement said.
It joined the Missile Technology Control Regime (MTCR) in June past year, but China has stalled India's entry into the 48-member Nuclear Suppliers Group (NSG), which controls access to critical nuclear knowhow.
He also said Russian Federation is trying to develop relations with Pakistan, "without any hidden agenda" and "in no case at India's expense".

The deputy foreign minister of Russian Federation asserted that this is an example and reflection of his country's unwavering commitment and support to India in internationally recognised export control groups. Through the revised list of items, India also seeks to send a message about its larger commitment to non-proliferation.
He said other countries "who only speak", should also be more proactive in helping India enter the elite club. China has been vehemently opposing India's efforts to join NSG.
"Beijing has been maintaining that the NSG should first "explore" through "an open and transparent" process and reach agreement on a non-discriminatory formula" to deal with the issue of granting membership to the countries, which had not signed the Nuclear Non-Proliferation Treaty, or NPT.
India has also applied for membership in the Australia Group, an informal export control grouping concerned with the nonproliferation of chemical and biological weapons.
India on Thursday became a member of the Wassenaar Arrangement, that controls the global trade of conventional weapons and dual-use goods and technologies. "We make this point in the contacts with the Chinese at different levels, and India should be confident of Russia's assistance".
China has been stone-walling India's bid for membership to the NSG.
"So, I don't think it will possible to interlink the application of India and Pakistan for becoming members of the NSG", he said.
