They beat out bids from Ireland and South Africa and will stage the tournament for a second time following their hosting of the tournament in 2007.
The World Rugby Council will on Wednesday announce who will host the 2023 Rugby World Cup.
South Africa hosted the iconic 1995 edition - which saw the first black president of the country, Nelson Mandela, adorned in a Springbok jersey, then seen as one of the pillars of white apartheid rule - handing the trophy to white South Africa captain Francois Pienaar.
The announcement will take place in London 200 years after the invention of the game of rugby by William Webb Ellis.
