They beat out bids from Ireland and South Africa and will stage the tournament for a second time following their hosting of the tournament in 2007.

The World Rugby Council will on Wednesday announce who will host the 2023 Rugby World Cup.

South Africa hosted the iconic 1995 edition - which saw the first black president of the country, Nelson Mandela, adorned in a Springbok jersey, then seen as one of the pillars of white apartheid rule - handing the trophy to white South Africa captain Francois Pienaar.

The announcement will take place in London 200 years after the invention of the game of rugby by William Webb Ellis.

After the evaluation report, the chairman of Ireland's bid Dick Spring said it could "recover from this setback".

After the report was published, Irish rugby officials complained to the world rugby authorities about the selection process. None of the three teams were allowed to change the details or their bid or offer inducements to council members but there were reports of the very horse-trading and lobbying that the process was created to prevent in the run-up to the vote.

"These clarifications have been addressed with significant supporting detail, and have been shared with the host candidates and World Rugby council". Ireland, the sentimental underdog for most, believed the criteria was skewed toward the candidates who previously hosted Rugby World Cups.

"The comprehensive and objective responses reflect the transparent principles at the heart of the independently audited process".

"There are six points where we have been placed behind South Africa, two of which are not possible", Laporte told AFP.

World Rugby's technical review group had found South Africa's bid for the world cup to be the strongest.

England hosted the most recent tournament, in 2015, when New Zealand won a second successive title after victory on home soil in 2011.
