The discovery of the letter comes at a opportune time - Sessions will be testifying before the House Judiciary Committee Tuesday about new revelations in special counsel Mueller's investigation into alleged Russian collusion and election interference.

"These senior prosecutors will report directly to the Attorney General and Deputy Attorney General, as appropriate, and will make recommendations as to whether any matters not now under investigation should be opened, whether any matters now under investigation require further resources, or whether any matters merit the appointment of a Special Counsel", he wrote.

WASHINGTON (AP) - Attorney General Jeff Sessions is leaving open the possibility that a special counsel could be appointed to look into Clinton Foundation dealings and an Obama-era uranium deal, the Justice Department said Monday in responding to concerns from Republican lawmakers.

Special counsel Robert Mueller is now probing Russian meddling in the 2016 election, which, at least publicly, has focused on hacks into Democratic National Committee emails and meetings between Trump campaign officials and Russians.

Sessions previously admitted that his past comments on Clinton would likely put his "objectivity" into question, meaning a special counsel would likely be required if a formal investigation into the controversial Uranium One deal is launched.

The letter from Assistant Attorney General Stephen Boyd did not confirm the existence of any investigation, and did not guarantee that the prosecutors' evaluation would lead to any investigations.
