UNC Chapel Hill Gets a Pass from NCAA on Academic Scandal

Toothless NCAA Couldn't Find Academic Violations at North Carolina Tar Heels Get No Punishment
Because of that, no sanctions were levied against UNC nor were any victories or championships vacated.
Over the course of the investigation, both NCAA President Mark Emmert and North Carolina have argued that the NCAA is in the business of policing the behavior of athletic department personnel but not is not equipped to judge the rigor of classes, meaning the UNC case fell outside the organization's jurisdiction. "Additionally, the record did not establish that the university created and offered the courses as part of a systemic effort to benefit only student-athletes". "The NCAA defers to its member schools to determine whether academic fraud occurred and, ultimately, the panel is bound to making decisions within the rules set by the membership". "Since 2014, the NCAA membership has acknowledged the question whether academic fraud occurred is one appropriately answered by institutions based on their own academic policies".
"While student-athletes certainly benefited from the courses and ASPSA assistance, the record indicates that similar assistance was generally available to all students", the NCAA report says. Their students were disproportionately athletes, especially in the lucrative, high-profile sports of football and men's basketball. In many cases, athletes were steered to the classes by athletics academic advisers.
The NCAA charged North Carolina with five Level I violations, including a lack of institutional control, although none of the coaches at the school - including Roy Williams - were charged with any wrongdoing. The irregularities are focused on independent study-style courses misidentified as lecture classes that didn't meet and required a research paper or two while featuring significant athlete enrollments. The athletes were reportedly guided into the classes to help remain academically eligible.
The NCAA has released the results of its long-running investigation into an academic scandal at the school saying it could not conclude the school had violated any NCAA rules. "In fact, they recalled that a number of their non-athlete fraternity members took so many AFAM classes that they inadvertently ended up with AFAM minors by the time they graduated".
