High stakes as Trump looks to make United Nations debut

WATCH: White House Press Conference With HR McMaster and Nikki Haley LIVE STREAM

Finally, on Thursday the President will meet with the leaders of Turkey, Afghanistan, and Ukraine, before South Korea and Japan, with which he will discuss the world's "most urgent and unsafe security problem", North Korea.

Haley said the sanctions will hurt Pyongyang, but she added quickly that if Kim does not end his provocative missile and nuclear tests, the United Nations will run out of options. Though they aren't their top choices for the region, Haley and McMaster said, they are available to the President.

"As Kim Jong-Un's most recent launch demonstrates, this is one of the world's most urgent and risky security problems", he added.

Second, he continued, "this is not an issue between the United States and North Korea".

Haley confirmed that she has seen Trump's speech already.

"This is not the kind of environment he likes, but this is the kind of environment the US president has to plunge into once a year", Alterman said.

On Thursday, Secretary of State Rex Tillerson said Security Council resolutions "represent the floor, not the ceiling, of the actions we should take". Now we are going towards the political solution, making sure the troops are trained and armed, making sure we are more effective.

"It's not what we would prefer to do, so what we have to do is call on all nations, call on everyone to do everything we can to address this global problem short of war", he said, flanked by U.N. Ambassador Nikki Haley.

"I personally think he slaps the right people, he hugs the right people, and he comes out with (the) US being very strong, in the end", she told reporters at a White House press briefing. We are not going to stand what they are doing with our country.

The president's schedule will include meetings with the leaders of France, Israel, Jordan, the United Kingdom, Egypt, Turkey, Afghanistan, Ukraine, South Korea and Japan, among other nations.

Experts have long questioned if the USA could indeed attack North Korea, given its ability to cause massive casualties south of the border.

Trump will kick off the week with a meeting about United Nations reform on Monday.

"There is a military option".

Trump will also sit down with British Prime Minster Theresa May, just days after she scolded him for choosing to publicly "speculate" about the nature of an explosion on Friday that injured at least 22 people in the London Underground.

By very publicly demonstrating that he not been deterred by Trump's warning of "fire and fury" if he threatened the US or its allies, Kim has challenged the US President's ability to draw clear strategic red lines and to follow through on his warning of a military response to the young autocrat's repeated provocations. "I don't think he meant anything beyond that".

"I have no problem with kicking it to General Mattis because I think he has plenty of options", Haley said.
