Gritty Talks Ahead as China, ASEAN Agree to Avoid Mishaps in Disputed Sea

Issues before ASEAN ministers meeting in Manila

Chinese Foreign Minister Wang Yi told reporters on the sidelines of the Association of Southeast Asian Nations (ASEAN) Regional Forum in Manila on Monday that Beijing completed its South China Sea reclamation activities two years ago. This is a testament to the value the United States places on our partnership with ASEAN and, as a Pacific nation, our engagement with the broader Asia-Pacific region.

A more direct warning was aimed at the United States in a government statement published by the state-run KCNA news agency.

They urged South China Sea claimants "to refrain from land reclamation, construction of outposts, militarization of disputed features, and undertaking unilateral actions that cause permanent physical change to the marine environment in areas pending delimitation", the statement said.

North Korea is a participant to the ASEAN Regional Forum and has yet to comment on the ASEAN diplomats' concern over its nuclear programme.

Fifteen years ago ASEAN foreign ministers signed an even more strongly worded document committing the countries to begin negotiations with Beijing over China's claim to nearly all of the South China Sea, through which passes one third of global shipping, including much of Australia's.

The Global Times, a separate newspaper published by the People's Daily, said the United States must rein in its "moral arrogance over North Korea". The resolution also prevents the North from increasing the number of workers it sends overseas.

Wang said that apart from the new sanctions, the resolution also made clear that the six-party talks process, a stalled dialogue mechanism with North Korea that also includes Russian Federation and Japan, should be restarted.
