The island itself is claimed by China, Taiwan, and Vietnam.

But the approved ASEAN-China agreed framework for negotiation of a COC did not mention the need to have it be legally binding, enforceable, or contain a dispute resolution mechanism.

China immediately dispatched two missile frigates to identify the ship, and they warned it to leave, said Wu Qian, spokesman for the Defence Ministry, early on Friday.
