Paul Ryan's Obamacare replacement bill is in serious trouble

Even if the healthcare bill were to pass the House, it would face significant challenges in the Senate. "Oh, I know", says Trump, before emphasizing that everything's negotiable.

While Ryan said he felt "very good" about the health bill's prospects in the House, a leading conservative lawmaker, Representative Mark Meadows, told the C-Span "Newsmakers" program that there were now 40 Republican "no" votes in the House.

For conservatives, who have been meeting with President Donald Trump and administration officials frequently, the change of heart from the speaker was "welcome news". "I think we're going to move on and end up finding a way to get this done".

"I remain firmly committed to repealing Obamacare", one of the RSC's founding members, Representative Jim Jordan of OH, tweeted on Friday. "The noes on this bill desperately want to be yes out of a desire to support the president", said one House conservative who spoke on condition of anonymity. "I believe that the real negotiation begins when we stop them". The governors also backed continuing Obamacare's expansion of the Medicaid health program for low-income people, despite conservative insistences about rolling back the program. It gives the states Medicaid flexibility and some of the states will take over their health care.

In addition to the Medicaid agreement with the RSC, the White House and House leaders are also eyeing increasing the tax credits in the bill, something that could bring centrists on board.

Conservatives in the House are proceeding with cautious optimism as they continue negotiating the bill that repeals and replaces Obamacare following an admittance from House Speaker Paul Ryan that the legislation needs to undergo necessary "improvements and refinements". Shoring up the law's individual markets should take precedence over changes to Medicaid, they said, so that some individuals now covered by that program could be shifted to private coverage. Cotton criticizes the legislation for failing to adequately keep down health care costs and premiums, arguing that the bill must do more to eliminate regulations from the Affordable Care Act.
