Public University Students Face Tuition Hikes

The vast majority of in-state undergraduates, now enrolled at Northern Arizona State University and the University of Arizona, would see no change in their tuition. Out-of-state residents would see fees rise by $150, from $9,698 to $9,848.

Students and their families have said the Guaranteed Tuition Plan encourages on-time graduation and helps with financial planning and college completion.

The in-state rate for new undergrads at the UA would be $12,228 a year, or almost 4 percent more than what current students pay.

NAU's proposed base tuition for 2017/2018 is $10,038 and fees are $1,021.

They then will suggest a tuition increase of 2.1 percent - also the rate of the Consumer Price Index - on top of that for the following fiscal year, he said. The governor is recommending no increase in funding over past year, while the co-chairs of the Joint Ways and Means Committee are calling for an 1.13 percent increase.

Ray, who holds a nonvoting seat on the OSU board, argued that anything higher than 4 percent would place an undue burden on students.

Out-of-state students now pay $357.22 per credit hour. ASU has a separate category for worldwide students, who come from more than 135 countries and whose enrollment has more than doubled in the past five years.

Nevertheless, OSU's chapter of the American Association of University Professors registered its "concern and disappointment" that the university would consider any additional tuition increases. About 22,000 students are enrolled at NAU's Mountain Campus this year.

At ASU Havasu, new undergraduates who are Arizona residents would see tuition and fees increse by $96, from $6,550 to $6,646.

At the UA, graduate rates are proposed to go up 3 percent to $12,748 a year.

Even with the tuition hike, OSU officials anticipate a budget deficit ranging from $16.6 million to $24 million, depending on how much money is allocated for higher education by the Legislature.

In recent years, universities have added fees for some academic programs or classes.

According to its website, ASU is planning about a 1.4 percent increase in total tuition and fees for new in-state undergrads and a almost 3.5 percent increase in total tuition for out-of-state undergrads. That's about 92 percent of undergrads now enrolled, according to university President Ann Weaver Hart.

The proposal to the Finance and Administration Committee laid out several possible tuition increases ranging from 4 percent to 8 percent for in-state undergrads.
